People in Need is looking for Protection Senior Officer for its Syria Mission based in South Idleb Office


Position: Protection Senior Officer

Location: Hazzano Office

Proposed Starting date: 1/9/ 2022

GENERAL UNIT DESCRIPTION 

The Protection senior officer will support the design, implementation, monitoring and evaluation of protection-related programming, with particular focus on Child Protection (CP)and will lead the referral team. People in Need has built out its Referral Mechanism in NWS as integrated part of our responsible programming and Protection Mainstreaming Strategy. The candidate will be the Focal Point for all PIN NWS field departments and colleagues to assist when coming to protection mainstreaming including cases that need individual attention and should be referred to a specialised service by the referral focal points.

• Technical Manager: The Programmes team leader 

• Supervisor: Protection and Education Programme Manager 


REPORTING TO: Protection Programme Manager

REPORTING ON: Referral Officers and Assistants


PRINCIPAL JOB DUTIES (RESPONSIBILITIES AND TASKS): 

• Support the design, implementation, monitoring and evaluation of protection-related programming to be implemented by PIN and its partners, with particular focus on Child Protection (CP) 

• Promote and implement effective measures to identify, prevent and reduce protection issues, with specific focus on CP

• Build the protection capacity of PIN staff and implementing local partners, with a specific focus on Child Protection, protection mainstreaming and protection core concepts

• Lead capacity building efforts on CP Case Management

• Provide support to protection outreach strategy, including the implementation of awareness campaigns according to assessed needs (child labour, early marriage or other child protection issues identified);

• Support the Education & Protection Manager in the development and implementation of NWS level protection plans in coordination with the Programmes team leader 

• Lead referral team and process following steps and rules outlined in PIN’s SOP for Referral Mechanism, the Step-by-step guide to referrals and all related documents (referral tracking database, referral form, PIN service map) and always acting accordingly

• Responsible for ensuring the PIN Referral Mechanism training is delivered and implemented by all PIN field colleagues and continuously supporting them with referral process upon request

• Being aware of the strict confidentiality and data protection rules connected to this sensitive area of work and never sharing information of cases outside of the agreed communication channels 

• Lead where appropriate, protection mainstreaming trainings for PIN teams, service providers, community members, and other relevant actors as per agreement with Education & Protection Manager

• Responsible for immediately reporting any potential Protection concerns to the Education & Protection Manager

• Responsible for ensuring the service maps are up-to-date

• Creating an environment where PIN colleagues feel confident to approach Referral Focal Points with any concerns or doubts connected to referrals or Protection issues

• Liaise and maintain good relations with local partners, other INGO and with all relevant stakeholders


Other:

• Other tasks assigned by the direct Manager, corresponding to actual needs of the education projects.

• Substitute relevant colleagues (fully or partially) during their absence when assigned by employee’s Line Manager.

• Understand and adhere to the mission’s National Staff Handbook, PIN Code of Conduct, PIN Key Policies and relevant guidelines.


PRINCIPAL COMPETINCES REQUIRED:


Education & experience

• University degree in Social Sciences, Social Work, Human Rights, International Affairs or related fields.

• 3+ years relevant professional experience in Child Protection;

• Experience in designing and delivering training programmes on protection and child protection in emergencies;

• Experience in Child Protection Case Management services, Youth / Child-Friendly Spaces and PSS activities.

• Experience in delivering technical guidance such as producing protection technical documents, assessments, evaluations and reporting on protection activities/issues;
