Job Description

Supply Chain Officer  

Location: Azaz, Aleppo, EUS, Syria 

Background: 

Global Communities’ Office of Humanitarian Assistance (OHA) has developed a strategy for the organization’s response to the Syria crisis, anchored in a field presence. Specifically, OHA is commencing responding directly in Syria, intensifying GC’s assistance to Syrian IDP’s. This will be done through an approach to programming where projects will be focused on the sustainability rather than relief delivery. 

GC is a fully registered organization in Turkey and are currently building its humanitarian response professionals in Turkey. GC intends to hire a full-time Supply Chain Officer as part of the Operations Team.

Responsibilities: 

The Supply Chain Officer reports to the Senior Supply Chain Officer, and is responsible for the following: 


• Ensure the implementation, monitoring, and evaluation of new initiatives and procedures related to all operations in Azaz.

• Implement and manage contracts in forwarding, transport, and warehousing, where necessary.

• Support managing the local emergency stockpiles and goods consolidation points in order to permit the rapid movement of humanitarian supplies. 

• Implement warehouse management and commodity tracking system.

• Immediately after reception of goods update stock cards and/or create stock cards for all stock items, register on the stock card the reference number of the reception document. 

• Ensure items are properly organized and are correctly stored, well protected, fully identified, and are easy to get to (cleanliness, security, access) 

• Responsible for the management and control of "sensitive" goods, expiry dates, and packaging and special storage conditions.

• Participate in assist operation process, such as follow up approval process of purchase orders and prepare the support docs accordingly over PODIO and prepare requested reports which required. 

• Maintain a Supply Chain tracking system for GC and provide regular updates to the Senior Management Team regarding the status of outstanding Supply Chains.

• Provide support for the contract management.

• Assist in the selection of appropriate suppliers and contractors, to promote good Supply Chain practice with due regard to sustainability, ethical purchasing standards and whole life costing.

• Monitor performance against the existing contracts.

• Work with partner staff to undertake transport of people and commodities in an efficient safe way including reviewing documents received from partners for completeness and correctness and facilitating timely support from relevant team members in GC.

• Participate in the GC activities working closely with the representatives of the partner and participating in commodity groups, including disseminating information on consortium procurement standards to the GC team.

• Support the Supply Chain Team in providing all customs related documents, invoices, etc.

• Support and undertake projects with value for money, report findings and make recommendations to support change of policy.

• Demonstrate a service-oriented approach to assisting the program team in understanding requirements and completing tasks.

• Assess existing logistics operations systems and advise on corrective measures to be undertaken.

• Manage the driver and carpool ensuring transport policies are being followed.

• Carry out any other related duties as might be reasonably requested by the Supervisor.


Education and Training:


• A university degree in a relevant field (Economics, Finance, Logistics….) or a combination of experience and education working in this sector. In the absence of a university degree, 4 years of relevant experience besides the three required years of experience may be substituted for the required degree. 

• All candidates, whether internal or external, must provide authenticated education documents from formal entities in NWS.


Experience:


• Knowledge of accepted Supply Chain practices and principles

• A minimum of 3 years’ experience in Supply Chain.

• Past work with international donor funded programs preferred.


Technical skills:


• High analytical and reporting skills.

• Ability to solve problems in the field with suppliers

• Excellent command of Excel and other database applications.

• Computer/word processing and standard office software skills.


            Language skills:


• Excellent command of spoken and written English.
