ABOUT PEOPLE IN NEED:
PIN has been working in Northern Syria since 2012, providing emergency relief and early recovery support to conflict-affected communities. Programmers for conflict-affected communities in Syria focus mainly on Emergency Food Assistance, WASH, and Education, in addition to Early Recovery and Livelihoods activities. PIN’s contribution to the Syria humanitarian response is amongst the largest, with an annual turnover of over $30 million, engaging over 350 full- time staff members across Northern Syria and cross-border response hubs in neighboring countries.
General Objective:
He/she will be responsible for implementation of HR procedures within the mission, and effective delivery of HR services. He/she will apply HR policies, rules, and regulations, he/she will maintain a transparent recruitment process, and he/she will ensure the correct administration of the HR documentation. Besides that, he/she will be in charge of contract administration and archiving and overall all HR administrative tasks in the mission.
PRINCIPAL JOB DUTIES (RESPONSIBILITIES AND TASKS):
1. RECRUITMENT PROCESS
• Administers the recruitment process.
• Prepares the recruitment tools (advertisement, tests, etc.).
• Pre–selects applications, prepares the schedule and structure of the recruitment process and participates in the interviews, checks the references, send rejection letters to non-selected candidates, and communicate their acceptance to the selected candidates.
2. HIRING AND INDUCTION PROCESS
• According to a Hiring and Induction Checklist ensures the induction procedure are being followed, coordinating with relevant departments or staff (such as Logistics, Security, Finance, Programmes).and ensures employee signs if relevant part of introduction successfully completed.
• Informs new employee about the necessary documents to be submitted for the employment commencement and relevant documents (such as contract, job description etc.) are signed.
• Provides the induction into National Staff Policy, PIN Mission Values, and internal procedures.
3. HR ADMINISTRATION
• Prepares monthly payroll.
• Maintains and keeps up dated the mission organigrams.
• Creates personal folders for each staff and ensures all documents are archived according to the Hiring and Induction Checklist.
• Issues and keeps updated the ID cards for staff.
• Annual leave, sick leave, and overtime and attendance sheet should be crosschecked and compared with the signed attendance sheet. Ensures that overtime approval is properly archived.
• Create new positions and/or add new employee on HRIS
• Maintain an up to date staff profile on HRIS
4. EVALUATON, CAPACITY DEVELOPMENT AND TRAINING
• Support the HRM all processes for staff appraisal and capacity development of staff.
• Support and coordinate the capacity building needs/activities and maintain communication with HRM.
• Tracks the terms of regular evaluation; notifies the line managers and staff about probation periods dates.
• Ensures that written outcomes from evaluation are confidentially archived in personal folder.
5. EMPLOYMENT TERMINATION
• When employee leaving, follows the Job termination checklist and Exit interview; together with other departments coordinates all clearance procedures.
• Archives the personal folder.
6. CONTRACT ADMINISTRATION
• Contracts administration (verification of approved versus signed contracts, amendments, uploading to ELO and physical archive and control).
• Maintain electronic and hardcopy filling system.
• Assistance on organizing original archives to send to Turkey office.
7. OTHERS
• Other tasks assigned by employee’s Line Manager corresponding to actual needs of PIN, and projects.
• Substitute relevant colleagues (fully or partially) during their absence when assigned by employee’s Line Manager.
• Understand and adhere to the PIN National Staff Handbook, PIN Code of Conduct and Key Policies and relevant guidelines
REQUIREMENTS:
• Minimum, institute or bachelor degree in any relevant major.
• 1-3-year experience in HR, administrative and support positions.
• Experience working in NGO sector.
• Advanced IT skills - Microsoft Office applications (Outlook, Word, Excel)
• upper-intermediate skills in English and fluent Arabic.
• Excellent communication, organization, negotiation and interpersonal skills with the ability to easily establish and maintain relationships; able to advocate on behalf of the organization
• Ability to organize and plan effectively, work independently.
