General Post Description

Managing and coordinating the work of the Livelihoods programs (Agriculture Grants – Business Grants – Saving Groups) at PIN in NWS and ensuring that the relevant senior officers are implementing their projects according to the required plans, time-lines, technical and quality requirements, and objectives and indicators of the projects are achieved. Ensuring functional and hierarchical reporting lines.

Close coordination with and reporting to the field Area Programs Team Leader, communication with Area Manager and as needed liaises closely with relevant Deputy Program managers in Turkey (periodical reports, developments of the projects, troubleshooting, inputs for donor reports, evaluations etc.). Coordination with the other supporting departments (M&E, Access, Logistics, finance) to ensure clear coordination and communication, and facilitating project implementation in the field.

General responsibilities:

The main task of the Livelihoods Team leader is to facilitate and ensure the timely implementation of the Livelihoods activities, good coordination between different livelihood departments and coordination with key livelihood team members in other PIN field offices.

Specific tasks:

• Has an in-depth knowledge of the programmes and is familiar with the operational plans (list of activities, work plan, deadlines);
• Supports team in the selection of sub-projects/communities for project implementation, to ensure that the relevant projects have been identified, critical needs are covered, most vulnerable communities/beneficiaries selected, etc. 
• Facilitates coordination among sectors in the implementation of programmes (Agriculture - SBG - SHG);
• Ensures the monitoring of all programs based on the M&E plans and tools;
• Discusses regularly with the (Agriculture - SBG - SHG) Senior Officers about the implementation progress, advises them on challenges to timely implementation and possible solutions and communicates these to the Programme Managers;
• Reviews with the (Agriculture - SBG - SHG) Senior Officers the complaints received from communities/beneficiaries about the implementation of programs, communicates these to the Programme Manager or to the Deputy Programme Manager.
• Ensures high quality and diligent support and administrative documentation of the project
• Ensures quality improvement and troubleshooting throughout entire implementation cycle, provides inputs for programme improvement and adjustments based on needs and lessons learned


• Provides Direct supervision of the relevant field Senior Officers with good overview of the activities progress, ensuring support and provides solutions to arisen issues, challenges
• Communicate with the Livelihoods Program team in Turkey: sharing updates of the activities, bringing issues with possible impact on the projects’ results up to the attention of relevant PM.
• Supervising timely implementation of monthly plans for each activity based on discussion with the responsible program teams in GZT and the direct Senior Officer.
• Ensure that the quality standards are applied as planned and as per direcstion of Gaziantep Livelihood team
• Participates in the interviews of Officers and assistants and their evaluations
• Ensure needed support documentation for activities is maintained to high quality in line with guidelines (such as attendance, distribution sheets, and field visits) and donor requirements, ensures that project files are reached electronically and paper and checked them before sending them to the Gaziantep office

• Close coordination with Local Councils and other relevant stakeholders, to ensure coordination, acceptance and support for the activities, ensures relevant MoUs, flags issues to senior management
• Supports the Senior Officers in improving their capacity and better manage tasks and priorities

Supervision:

• Lead weekly and monthly meetings with the team and planning the activities across Livelihoods (Agriculture - SBG - SHG) programs.
• Effectively supervise a team of Seniors, Officers, Assistants to complete program implementation with a high quality and in a timely manner.
• Coordinate activities with implementing partner(s) and/or local councils (if applicable).

Other tasks:

• Maintains friendly, respectful and equitable team environment.
• Substitute relevant colleagues (fully or partially) during their absence when assigned by line manager.
• Understand and adhere to the mission's National Staff Handbook, PIN Code of Conduct, PIN Key Policies, and relevant guidelines.
• Other tasks as assigned by line manager.
Reporting:

• Daily and weekly reporting on activities of (Agriculture - SBG - SHG) programs.
• Collect and report any new security information, incident or any change of the context to the line manager.
• Report challenges, successes, relevant issues to the Program Management

Desired profile of the candidate: Technical Competencies:
Technical competencies:

• At minimum Bachelor Degree in relevant field
• At minimum 3 years of professional experience in coordination/management position
• Previous experience working with NGO is highly desirable, preferably in the field of new livelihoods creation, economic activities, business development, social and economic empowerment, agriculture restoration
• High Proficiency in MS office required. Knowledge of other application such as Kobo (desirable)
• Deep understanding of local context
• Excellent Communications skills in Arabic
• Good Knowledge of English is a strong asset
