People in Need is looking for Senior Education Officer for its Syria Mission based in South Idleb Office


Position: Senior Education Officer

Location: Idleb Office

Proposed Starting date: 1/11/ 2022

GENERAL UNIT DESCRIPTION 

The Senior Education Officer is reporting to the Team Leader and to the Programme Manager as his/her direct line manager. The Senior Education Officer strongly coordinates with the Education Officer based in Gaziantep.

REPORTING LINES REPORTING TO:

 

• Technical Manager: Education Team leader 

• Supervisor : Protection and Education Programme Manager 


REPORTING TO: Education Team leader

REPORTING ON: Education officers, Assistants


The main responsibilities and tasks of the Senior Education Officer are:


Programme Implementation:

• Responsible for leading the implementation of all PIN activities related to the assigned education/self-learning project(s). This includes all phases of the project cycle, from planning project activities, monitoring progress, ensuring accurate budget spending as well as timely achievement of the project’s milestones and reporting on project results.

• Lead on coordination efforts between PIN and the relevant education/camp management authorities inside Syria, as relevant. 

• Work closely with the Education Officers and Programme Manager to ensure appropriate and strategic planning of education project activities.

• Ensure that education activities are in line with PIN’s Syria mission strategy, internal guidelines, PIN’s Education Strategy as well as any donor guidelines, procedures and requirements.

• Remain knowledgeable of developments in the Education sector in the field, particularly any contextual changes, assessments/report and any major or nuanced shifts within the strategies or approaches of education authorities in Syria.

• Coordinate the development of assessments, including the development of related tools and data analysis, related to education activities in cooperation with Education Project Manager.

• Supervise field teams to ensure progress against plans, timely reporting of outputs, challenges, liaison with local partners and communities. Ensure that main programmatic decisions and plans related to the project are being communicated to the field teams in a timely manner.

• Ensure that calculation of regular cash needs related to project activities are done and shared with Education Officer in Gaziantep. 

• Assist in implementing rigorous control mechanisms for the relevant projects to ensure compliance with internal and donors’ requirements (procurement, approvals, and accountability and anti-fraud mechanisms).

• Assist the Education Programme Manager in drafting and reviewing key project documentation.

• Strive for continuous improvement of quality of the education programme by collecting, strengthening and sharing know-how and good practice internally.

• Ensure timely procurement and smooth operational support in the field through close coordination with the Logistics Department, and provision of necessary program inputs (including regular updates of the project procurement plan, technical inputs for procurement, purchase requests, etc.).

• Ensure close coordination with the project partners, if relevant, to ensure a clear and common understanding of the project and donor requirements, coordination of approach, and close monitoring of the partners’ activities, expenditure, achievements and challenges.

• Informing the Education Programme Manager in case of matters that pose risks to target achievement or are against the humanitarian principles.


Human Resource Management:

• Provide day-to-day support, coordination and mentoring to field teams in relation to coordination and capacity building activities.


• Manage the Education Assistant(s) and Education Officer(s) based in Syria - allocate tasks, monitor the completion, mentor and support their development (relevant skills and knowledge).

• Support the recruitment of new education staff through contribution to the development of TORs, testing and interviewing of candidates


Coordination

• Contribute to the planning of, and participate in, regular planning and activity status meetings with the field team and Gaziantep based staff (in cooperation with line mangers).

• Liaise with field teams, partner NGOs, and other relevant external actors on emerging humanitarian needs and conflict dynamics related to education authorities and the sector more widely, and where necessary, alert the Education Programme Manager to needs and opportunities for assistance.

• Collect necessary data and information, keeping it regularly updated, on the number of out of school children in target communities, number of other schools/learning centres and their capacities in the target areas as well as other data that support project design, planning and decision making.


Monitoring & Evaluation (M&E)

• Ensure close and regular coordination with the M&E field teams to design and implement relevant needs assessments, baseline surveys, PDM surveys, endline surveys, and other monitoring and evaluation mechanisms to ensure M&E data that is consistent with internal and donor requirements


Other:

• Other tasks assigned by the Programme Manager, corresponding to actual needs of the mission, programs, and projects.

• Substitute relevant colleagues (fully or partially) during their absence when assigned by employee’s Line Manager.

• Understand and adhere to the mission’s National Staff Handbook, PIN Code of Conduct, PIN Key Policies and relevant guidelines.


PRINCIPAL COMPETINCES REQUIRED: 

Education & experience

• Bachelor/ Degree in Education, pedagogy, social work of relevant major, required

• Experience in the Education sector, teaching/PSS experience including working with children.

• Experience of working for humanitarian organization is desirable.

• Familiarity with protection concepts such as child protection, referrals, PSEA and action against harassment

NECESSARY SKILLS:

• Analytical and planning skills

• Communication/Cooperation skills

• Problems and tasks solving approach

• Ability to work within a team.

• Good IT skills - Microsoft Office applications (Outlook, Word, Excel)

• Motivation to work in NGO sector.
